Risk management is one of the primary responsibilities of both the State and civil society. The situation endured in Bolivia in recent years, caused by a number of disasters, reaffirms the need to establish a strong organizational structure that enables society to consider disasters as a cross-cutting issue within economic and social development in this country.

It is expected that, through this publication, the work done by the Vice-ministry of Civil Defense and Cooperation for Integral Development, in terms of risk reduction and disaster preparedness and emergency response, will help both government agencies and non-governmental organizations involved in risk management in Bolivia.
