Resumen: Se presentan las diferentes etapas necesarias para realizar el diseño de estructuras de refuerzo sismo-resistente para edificios existentes, desde la identificación de los problemas existentes hasta la forma de detallar los elementos de refuerzo. En cada etapa se comentan los factores generales que influyen en la toma de decisiones, principalmente aquellos que están ausentes o difieren de los que se consideran en el proceso normal de diseño de estructuras para edificios que van a ser construidos. Se comentan las limitaciones que pueden existir para cumplir algunas normas del Código Sísmico de Costa Rica y se ilustra el proceso de diseño con casos reales. Se hace énfasis en que resolver un problema de readecuación de estructuras es un trabajo global, no sólo estructural, y debe ejecutarse dentro de un balance de los factores de economía y seguridad, considerando las limitaciones impuestas por la etapa de construcción.(AU)

In this paper, the damage to earthen buildings and lessons from recent China's strong earthquakes, the aseismic design requirements, the mechanical characteristics of earthen materials and elements, the testing work on earthen housing are described. It shows that the earthen buildings can be used in seismic region provided the buildings are consistant with the requirements of aseismic design code (AU)

Resumen: While much effort has been spent on analysis of individual structures, building class seismic damage estimators for earthen buildings in seismic zones, of value in disaster planning, code-writing, city planning, national hazards policy formulations etc., have been little investigated. Damage ratios for onset of damage and collapse and for cost of damage are found to correlate best with response spectra at 0.7 s. Using published test data and average building properties, a seismic damage model explains the low-rise building behaviour and permits examination of the effect of structural change ont the estimated damage (AU)

ASCE 7-98 is a revision of ASCE 7-95. Substancial changes were made to the wind, snow, earthquake, and ice provisions. In addition, substancial new material was added regarding the determination of flood loads. Resumen: Geographical location of Bangladesh makes it ideally suited to natural disasters. Bangladesh is one of the largest deltas of the world situated at the confluence with the Bay of Bengal of the Padma-Meghna-Jamuna river system. As a result occurrence of floods, cyclones and tornadoes are yearly phenomenon and considerable loss of lives and properties take place every year due to these disasters. From mid sixties to early nineties, the loss of lives amounted to millions and damage to properties amounted to billions of 2/3 of the land areas of the country and caused billions of dollars worth of property damage with some loss of lives. Tectonic frame work of Bangladesh and adjoining areas indicate that Bangladesh is suited adjacent to the plate margins of India and Eurasia where devastating earthquakes have occurred in the past. Non-availability of earthquake, geological and tectonic data posed great problem in earthquake hazard mapping of Bangladesh in the past. The first Seismic zoning map of Bangladesh which was prepared in 1979 was developed considering only the epicentral location of past earthquakes and isoseismal map of very few of them. During preparation Natural Building Code of Bangladesh in 1994, substantial effort was given in revising the existing seismic zoning map using geophysical and tectonic data, earthquake data, ground motion attenuation data and strong motion data available from within as well as outside of the country. Geophysical and tectonic data were available from Geological Survey of Bangladesh. Earthquake data were collected from NOAA data files of U.S. Coast and Geodetic Survey, U.S. Dept. of Commerce. It has been felt that the seismic zoning map prepared for Bangladesh National Building code is only the first step towards preparation of more refined and up-to-date zoning map in the near future. Much information on geophysical, geological, earthquake and strong motion data are needed for preparation of such a map. Earthquake occurrence data and ground motion data from instruments installed within the country is urgently needed for development of zoning map on a probabilistic basis. Co-operation of International Agencies, research institution etc. engaged in active research, is urgently needed to attain the goal of total earthquake hazard mitigation

Resumen: Two applications of Information Technology (IT) found a place in the Bandung Urban Earthquake Mitigation Project, within the framework of the Asian Urban Disaster Management Project, i.e. the use of GIS in risk assessment and mapping and the use of Internet facilities (Homepage and FTP) in disseminating project results through a collaborative network. The role of the GIS in the risk assessment process is in the management of all spatial information related to the hazard, exposure and the vulnerability of the city. Supported by GIS, risk analysis, by combining various hazard, exposure and vulnerability parameters at the postal code level of the city sub-districts, called kecamatan, produces risk maps of the city. The risk map is then fed in for the review of the city's spatial development and land use planning. The map will also be used for the purpose of raising awareness among various actors in the city development process, including the private sector and the community. Mitigation strategy drawn from the produced hazard and vulnerability maps, provides guidance for various mitigation activities such as the reform of the local building regulation, priorization of high risk area, training, etc. A networking scheme of national institutions, organizations and individuals advocate to mitigating natural disaster is also being set up within the project. The role of the IT in this activity is in providing a media of communication and dissemination of information and lesson-learned to those who are involved and/or interested in the project and the experience. A home page will be set up for the project, which can be accessed by the internal and external network participants and interested parties. Members of the networks might include high risk municipalities, national organizations and agencies dealing with disasters and emergency response, university disaster research centers, professionals and practitioners, NGOs and interested individuals

Resumen: Revisions to the earthquake loading provisions of the National Building Code of Jamaica 13, 1993, despide its modest magnitude, brought to the attention of the desing industry information regarding: Source fault location, bahaviour of non-structural elements notably infill walls, load bearing masonry reinforcemnet, and irregularity. The code changes proposed will include: A revised equivalent static lateral force procedure (SEAOC 1988 format), recommendations for irregularities of building, and revisions to the zone factor Z for different regions of Jamaica. Resumen: The Caribbean is affected by geological, climatic and enviropnmental hazards such as earthquakes, volcanic eruptions, landslides, tropical cyclones, floods, drought, environmetal pollution and deforestation. However, historically, the damage caused by earthquakes has not been as great as that caused by hurricanes and floods. In this paper thesefore, posibble mitigation strategies for reducing losses for hurricanes and earthquakes in the caribbean are discussed with particular reference to the Caribbean Uniform Building Code (CUBic) provisions for wind and earthquake loads. A brief review of these provisions is presented and it is emphasised that there is an urgent need to enforce compliance with the requirements of CUBiC and to encourage higher standards of construction quality thriughout the caribbean (AU)

Resumen: In current versions of guidelines or buildings codes for seismic design, site effects are accounted for through four soil factors which modify the shape of normalized acceleration response spectra recommended for use in design. This basic format was developed as part of an Applied Technology Council study in the early 1970's, and is the basis for the current versions of most seismic design codes. Over the past 20 years, numerous concerns have been expressed about both the limitations and code language dealing with site effects, including the lack of a precise definition of site categories.(AU)

Resumen: The article deals with the present day status of information regarding earthquakes in India. A brief mention is made of the Himalayan earthquakes and attention is drawn to very high seismicity including four great earthquakes exceeding magnitude 8 from 1867 to 1950. Seismic stations and strong motion arrays in operation are briefly commented upon. A mention is made of the existing earthquake resistant design of structures, building codes and insurance policies. A reference is made to a medium-term forecast, probabilistic seismic hazards estimates and scenarios developed if past major earthquakes were to repeat today. With India being the site of the largest and most sustained reservoir induced earthquakes at Koyna, a mention is also made of the worldwide problem of reservoir induced seismicity.(AU)

Resumen: Two multi-level parking structure for an important medical complex proved an excellent example of the problems facing the owners and designers of convetional structures in low or moderate seismic hazard areas. The two structures are to be of precast concrete, but differing uses require different desing philosophies. In addition, varying subsurface conditions altered the foundation designs and resulted in different earthquake design provision. The design earthquake ground motion levels were 4 porcent and 6 porcent of gravity for the design event. A computer - aided, building code type design was selected for both structures. Additional seismic related construction costs of about 2 porcent for the rock site, and 4 porcent to 6 porcent for the soil site are estimated (AU)

Resumen: On 16 July 1990, an earthquake measuring 7.7 on the Richter scale struck the island of Luzon, Philippines. A case-control study was carried out to identify the risk factors for earthquake-related injuries and at the same time observations were made on the rescue efforts. Being hit by falling objects was the leading cause of injury (34). Those injured during the tremor were more likely to have been inside buildings constructed of concrete or mixed materials (odds ratio, 2.6; 95confidence interval (CI), 1.7-4.1) and to have been on the middle floors of multistorey buildings (odds ratio, 3.4; 95CI, 2.2-5.5). Leaving a building during the earthquake was a protective behaviour (odds ratio, 0.3; 95CI, 0.2-0.8). Of the 235 survivors who were trapped and rescued alive from the rubble, 99were rescued within 48 hours of the impact of the tremor. These findings should prove useful in developing seismic safety codes. People should be taught proper evasive actions to take during earthquakes, and training in basic first aid and methods of rescue should be an integral part pf community preparedness programmes.(AU)

Resumen: This paper first reviews the different approaches taken by codes of practice in their treatment of ductility by the use of force modification factors. The way in which structural overstrength can be accounted for and the factors influencing overstrength qre discussed. Nonlinear analyses of reinforced soncrete structures, designed by the Canadian codes, demonstrate the significance of structural overstrength. The manner in which structural overstrength can be accounted for in the design of reinforced concrete structures is presented. Concern is expressed about a separate requirement for avoiding yielding under service conditions and limiting interstorey drifts at service load levels.(AU)

Resumen: After briefly reviewing the development of the Caribbean uniform building Code (CUBiC) provisions for earthquake loads, this paper compares the main provisions of CUBiC with those of the National Building Code of Canada (NBCC 1990) and the Uniform Building Code (UBC) of USA. Individual parameters that area compared include seismic risk and zoning, K-factors, importance factor, foundation factor, period calculation, base shear estimates and general design philodophies followed. A numerical comparison of base shear calculated according to the three codes is given to illustrate the differences. The paper concludes with a discussion of the specific Caribbean problems that still need to be resolved and suggestions are made for desirable changes in the CUBiC earthquake provisions in the future which would improve the seismic design of buildings in the Caribbean. Resumen: The inconsistency between the code-prescribed seismic actions and the forces presumably induced in buildings by the ground motions recorded during severe earthquakes is pointed out. The influence of ductiiity and overstrength in the performanceof buildings is discussed in general terms and through the analysis of the response of two buildings affected by strong earthquakes: one is San Salvador and the other in Mexico City. The capacity available in excess of the assumed in the design was significantly different for the two cases. possible reasons for these differences are discussed and the need for a more rational procedure to derive the seismic actions for the design of buildings is emphasized (AU)

Resumen: In current codes seismic design forces for buldings and/or installations are based on design spectra. These are obstained multiplying normalized soil dependent spectra by the maximum ground accelerations Ao and by the importance factor O. The value of Ao is given in generalized seismic zonation maps, reaching maximum ground accelerationsin the order of 0,4g: the value of O, being as large as 1,6 in certain cades, is choosen independently of the seismic zone and eventually catastrophic consequences of possibles failures. The explicit incorporation in the proposed procedure of the expected performance of the building or installation under earthquake loading, as well as the associated reduction factors, is illustrated for hospital buildings seismic design (AU)

Resumen: Many reinforced concrete structures utilize flat plates to provide lateral resistance when architectural constraints prevent wide-spread use of shear-walls. Understanding the resistance of flat - plate frames to large lateral loads is important for serviceability as well as seismic vulnerability assessment of hundreds of buildings on the East Coast. In February of 1991, the authors collected ambient vibration measurements to study the behavior of four flat plate, reinforced concrete structures in Manhattan ranging from 27 to 52 stories. All but one structure rests on a rock supported foundation. This report presents the development of ambient vibration analysis software based on the fast Fourier transform. Long ambient vibration records allow accurate power spectrum estimation. A robust peak picking method, also tailored for ambient vibration data, facilitates the interpretation of autopower and phase spectra. Damping estimates based on spectral peak band- widths are very sensitive to bias and leakage errors in the spectrum estimate. However, root-mean-square statistics of acceleration as well as of velocity and displacements can reasonably be estimated from the auto-power spectrum of response acceleration. Measured fundamental periods are shorter than those calculated from the 1982 UBC formula, but are longer than those calculated from the 1988 UBC Code or the proposed NYC Seismic Code. The results presented herein provide a base-line set of periods, deflections, and damping ratios to be compared to results expected to be obtained during strong winds. Periods estimated from ambient, mostly windinduced vibration measurements are used to calibrate finite element models of the structures, and are compared to values calculated from code design rules. A future goal of this on-going research is to relate effective flat plate width to lateral load level at service load levels, i.e., between ambient conditions and strong winds. Estimating dynamic parameters under various loading conditions coupled with ultimate load tests on model structures is intended to reveal the load-dependent stiffness of these structures (AU)

Resumen: An experimental investigation was conducted to evaluate the seismic resistance of slab-column connections in existing non-ductile flat-plate buildings. The test subassemblies were designed and detailed in accordance with the building codes of the late forties and fifties. each subassembly consisted of two exterior and one interior connection and was subjected to several cycles of increasing lateral displacements. The test variables included the slab reinforcing detail, intensity of the gravity load applied to the slab, and the presence of a spandrel beam. Rapid stiffness degradation, significant reduction in deformation capacity under increased gravity load, and limited moment-transfer capacity of connections were observed to be the main response characteristics of the non-ductile slab-column connections subjected to earthquake-type loading. The connections were able to sustain full design dead and live loads through at least 2 per cent drift. However, 70 per cent of the initial lateral stiffness of the connections was lost by this drift level. Under normal service loads, the connections were able to maintain at least 80 per cent of their strenght through approximately 4 per cent lateral drift and the transfer of unbalanced moment occured mainly on the column face with slab under negative bending(AU)

Resumen: For most of this century, engineers have been aware of the effects of earthquakes on constructed facilities. The development of building codes has reflected the concern for the threat to public safety resulting from the severe damage or collapse of buildings and other structures. In the past several decades, great advances have been made in techniques for the analysis, design and construction of new buildings, resulting in a generally safer product. However, as recent earthquake events have shown, there is still the possibility, in the U.S. and else where, for great loss of life and injury from inadequate structurs. In response to this observation, it is suggested that the definition of earthquake engineering, or perhaps more appropriately 'engineerinf fro earthquakes', be redefined in a broader context which addresses more directly the public safety issue, and where necessary, the search and rescue problem. This paper summarizes the develpment of the current field of earthquake engineering, and outlines suggestions for a global framework into which earthquake engineering, architectura, medicine and epidemiology may fit to reduce the large potential losses in future earthquakes

Resumen: Se incluyen algunos aspectos normativos para el diseño sismorresistente de la mampostería contenidos en la parte III del Reglamento INPRES-CIRSOC103 (actual reglamento argentino). Se examina lo relativo a la determinación de parámetros básicos de resistencia de la mampostería (a compresión y al corte). Luego se describen y analizan los ensayos realizados sobre muros de mampostería encadenada (con y sin aberturas) aplicando cargas horizontales reversibles. Se estudia el comportamiento resistente histerético y deformacional. También se presentan los resultados obtenidos sobre algunos de los especimenes que fueron reparados con acero y microconcreto y posteriormente ensayados. Finalmente se formulan algunas conclusiones derivadas de los estudios realizados referidos al comportamiento sismorresistente de la mampostería. (AU)

Resumen: Idaho is an earthquake state. It ranks fifth highest in the nation in overall seismic zoning. The two largest earthquakes in the contiguous United States since 1952 occured in Idaho or within a few miles of the Idaho border. The seismic threat to the public schools in Idaho is critical. Many of our school buildings were built long before acceptable codes for earthquake-resistant buildings were enacted. The Idaho Bureau of Disaster Services together with the State Department of Education received funding from the Federal Emergency Management Agency for an Earthquake Hazard Mitigation Assistance project. This project developed seismic safety standards to be submitted to the States Board of Education. The project was directed by the Idaho Geological Survey at the University of Idaho and included experts from the disciplines of geology, geophysics, structural engineering, and education.

Título: Threat/Vulnerability Assessments and Risk Analysis

Resumen: All facilities face a certain level of risk associated with various threats. These threats may be the result of natural events, accidents, or intentional acts to cause harm. Regardless of the nature of the threat, facility owners have a responsibility to limit or manage risks from these threats to the extent possible. The federal government has implemented the Interagency Security Committee (ISC) Security Design Criteria. Facility owners, particularly owners of public facilities, should adhere to similar security design criteria as those put forth in the ISC Security Design Criteria. Landlords who desire to lease space to federal government agencies must implement the ISC Security Design Criteria in the design of new facilities and/or the renovation of existing facilities.
