International Strategy for Disaster Reduction


Welcome to HFA-Pedia, the ISDR system-wide interactive tool for facilitating information exchange and improved reporting. We hope you find this tool useful and welcome your comments and inputs.


This online interactive encyclopedia surrounding disaster risk reduction is open to any DRR-related topic of interest and currently includes national pages with useful information for all countries and overseas territories belonging to the Americas region, as well as a large and ever-increasing number of pages and articles surrounding transversal themes and topics of interest to the DRR community. Although new pages can be created or existing ones edited in a user-friendly way, the ISDR secretariat, as host of the HFA-Pedia, reserves the right to approve all changes.

The guidance lays out a step-by-step approach to assist UN country teams in integrating disaster risk reduction (DRR) in the preparation, formulation and monitoring and evaluation of country analyses (CCA) and the United Nations Development Assistance Framework (UNDAF).
Disaster impacts have persistent, long-term negative effects on poverty and human development that undermine the achievement of the Millennium Development Goals (MDGs). While development has the potential to significantly reduce disaster risk, inappropriate development choices can also exacerbate vulnerabilities and aggravate the negative effects of disasters. Disaster risk reduction aims at addressing the underlying risk factors in order to reduce avoidable loss of life, property and livelihoods. Reducing vulnerabilities, mitigating disaster impacts and improving UN Country Teams' (UNCTs) responses to future disasters correlate strongly with fostering the MDGs and safeguarding development gains.


Initiated by the Special Representative of the UN Secretary-General for Disaster Risk Reduction and major UNISDR donors, the evaluation’s purpose was to assess the secretariat’s performance over the last four years and to provide guidance for UNISDR's future direction. The independent report presents 42 recommendations based on 25 findings, which are summarized in five key messages included in the executive summary. The evaluation was backstopped by a multi-stakeholder Steering Committee and included several consultations with the ISDR Inter-Agency Group and the ISDR Support Group, composed of the permanent missions of UN Member States in Geneva.


The UNISDR secretariat Biennial Work Programme was developed following the second session of the Global Platform for Disaster Risk Reduction in June 2009. It is based on the role and mandate of UNISDR as set by the UN General Assembly. The Report is the first biennial global assessment of disaster risk reduction prepared in context of the implementation of the International Strategy for Disaster Reduction (ISDR). The ISDR, launched in 2000, provides a framework to coordinate actions to address disaster risks at the local, national, regional and international levels. The Hyogo Framework for Action 2005-2015 (HFA), endorsed by 168 UN member states at the World Conference on Disaster Reduction in Kobe, Japan in 2005, urges all countries to make major efforts to reduce their disaster risk by 2015.
