Hyogo Framework for Action

The Hyogo Framework for Action (HFA) is a global blueprint for disaster risk reduction efforts during the next decade. Its goal is to substantially reduce disaster losses by 2015 - in lives, and in the social, economic, and environmental assets of communities and countries.
In January of 2005, the World Conference for Disaster Reduction was held in Kobe, Japan where delegates from nations worldwide agreed upon the need for a “substantial reduction of disaster losses, in lives and in the social, economic and environmental assets”, as well as on the need for mechanisms to assist them towards this end. The resulting Hyogo Framework for Action 2005-2015: Building the Resilience of Nations and Communities to Disasters The Hyogo Framework for Action serves as the basis for guiding government and international organizations that make up the UN system and the ISDR system in disaster risk reduction initiatives. It also forms the basis by which UN/ISDR operates.
Strategic goals:
- 1. The integration of disaster risk reduction into sustainable development policies and planning;
- 2. Development and strengthening of institutions, mechanisms and capacities to build resilience to hazards; and
- 3. The systematic incorporation of risk reduction approaches into the implementation of emergency preparedness, response and recovery programmes.
Five priorities for action:
- 1. Ensure that disaster risk reduction is a national and a local priority with a strong institutional basis for implementation;
- 2. Identify, assess and monitor disaster risks and enhance early warning;
- 3. Use knowledge, innovation and education to build a culture of safety and resilience at all levels;
- 4. Reduce the underlying risk factors;
- 5. Strengthen disaster preparedness for effective response at all levels.

What is a HFA Focal Point?
A HFA Focal Point is the person officially designated by the State as the primary contact for the implementation of the HFA.
What is a National Platform?
A National Platforms for Disaster Risk Reduction is a nationally owned and led forum or committee of multi-stakeholders. It serves as an advocate of DRR at different levels and provides coordination, analysis and advice on areas of priority requiring concerted action through a coordinated and participatory process.
What is a National Platform (NP) Focal Point?
A NP Focal Point is the person officially designated by the State as the primary contact for the coordination of disaster risk reduction activities among several organizations or networks in a country or region that make up a National Platform. It is possible to have multiple Focal Points per country or region such as official or alternate.
What are ‘Other’ Focal Points?
These are Focal Points that have not been officially designated as HFA or ISDR Focal Points. These mayt be alternative or technical contacts to the officially designated contact person or those that are awaiting official designation. They may also be focal points for other or specific related issues such as the case with Climate Change.
