Functioning or status of the National Platform for DRR:
- Argentina's National Platform for DRR held its first meeting on October 2, 2007 at the Palacio San Martín (Cancillería Argentina) in which a representative of UNISDR Americas was present.
- The second meeting was held on April 22, 2008 in which the National Platform was formally constituted, with the joint chairmanship of the Ministry of Foreign Relations (Comisión Cascos Blancos) and the Ministry of Interior (Subsecretariat of Development and Provincial Affairs, National Department of Civil Protection). During this meeting, participants demonstrated their interest in participating in specific themes according to the Hyogo Framework for Action's Priorities for Action.
- August 21, 2008 marked the first set of meetings of the HFA Priorities for Action Working Groups (6 groups for each of the five priorities as well as a tranversal group). Based on these meetings, each of the groups established their work agenda and agreed to keep meeting independently.
- A new meeting is planned for the National Platform in November / December (TBD) in which working groups will be given the opportunity to inform upon their activities and work.
Background
October 2007 - First high level meeting organized by MOFA (White Helmets) to discuss the development of the NP in Argentina:
The meeting, held at the San Martin Palace and opened by the Vice-Minister of Foreign Affairs Roberto Garcia Moritán, was attended by 70 participants representing 50 different organizations, from line-Ministries, academia, media and NGOs, including a sound number of local authorities. The participants welcomed the initiative of the MOFA and made explicit their commitment to be part of the NP. The organizers finished the meeting announcing that they will organize a follow up meeting in November (2007), with all the organizations present plus additional ones that were missing in this occasion (especially private sector), to set the foundations for the NP for DRR in Argentina.

The main hazards in Argentina include: floods, earthquakes, volcanic eruptions, severe storms and technological disasters. Argentina is one of seven developing countries where vulnerability to flooding involves more than 1.1 percent of GDP. The most affected areas are the country's coastline and the Mesopotamia, where the major tributaries of the River Plate Basin have flood vast lands along their courses. The overflow of these rivers tends to flood frequently huge lowland areas, including urbanized areas of major cities such as Buenos Aires, Rosario, Santa Fe, La Plata and Resistance.
The province of San Juan is located west of the Argentine territory in the area with higher seismicity of the country, there were at least five destructive historical earthquakes. Furthermore, the seismic activity of Salta is one of the most intense in the country. This province has suffered from numerous earthquakes affecting different populations, especially its capital and located in the eastern part of its territory.
Argentina is also a country where the volcanic process is a risk factor: the Andes, which corresponds to a magmatic arc, introduced many devices that have been in volcanic activity since the beginning of the Miocene (23 million years ago ) to the present.
The country is prone to frequent flooding caused by the river flooding, accumulation of heavy rains and to a lesser extent, the rapid melting of snow.
Current regulations in Argentina over reducing the risk of disasters is provided for in Decree 1250/99 created by the Federal Emergency System (SIFEM). This body nationally articulates competent national government agencies and coordinates its actions with the provinces, the Government of the Autonomous City of Buenos Aires and municipalities to prevent and manage efficiently the attention of emergencies to natural disasters or man-made. The objectives of SIFEM are primarily constitute an area of coordination aimed at preventing or reducing loss of life, property damage and social and economic disruption caused by phenomena of natural origin or man-made, improving governance, establishing a coordination the national, provincial and local levels of all sectors which have competence in the field, through the formulation of policies and the definition of courses coordinated and comprehensive action to prevent, mitigate and help from the state for those affected by emergencies, optimizing resource allocation.
Thanks to the decree 1066/2004 to modification of the Law of Ministries, the Ministry of Interior has strengthened its functions.
With regard to the plans or sectoral initiatives that incorporate concepts of risk reduction in each respective area of development, in Argentina are carried out government policies that are translated into action programmes both local and inter-community and for the control and management of water resources (Province of Buenos Aires, Cuenca del Salado; province of Chaco and Santa Fe, under submeridionales, and so on.), education (Mendoza province, seismic annual exercise in school institutes across the province, among others).
With regard to the establishment in the country of codes of practice and standards for buildings that take into account the seismic risk, are carried out procedures for training and education for the mitigation of seismic risk and the control of anti-seismic building standards in the cities of mentioned provinces. The National Institute of Seismic Prevention advises in the normalization of urban building codes, as well as the inspection and testing of structures.
In May 2003, the presidency of the nation signed an agreement for the follow up of the Millennium Development Goals and the Plan of Implementation for Sustainable Development with the resident representative in Argentina UNDP to implement relevant actions in the field of nation state.

HFA P1 - Institutional and legal framework
New draft on “Civil Protection Law” aiming at a more articulated National Civil Protection System
Commitment to establishing a DRR National Platform with several preparatory activities planned in 2007.

Establishment of a geographical information system based on satellite images and digital cartography. All the provincial directions of civil defense have been equipped with such system.

Competence of Civil Protection at the national level:
National Direction for Civil Protection and Planning at the Ministry of Internal Security. Ministry of the Interior of Argentina.
"The National Direction for Civil Protection and Planning" is the agency that continues to exert the actions that were previously allocated to the National Direction of Civil Defence, which was dissolved.
Thus, 1996 was amended by decree the structure of the Ministry of Interior, at the same incorporating the Secretariat for Internal Security and assigns, among others, the task of formulating policies for the field of Civil Protection and coordinating and implementing actions prevention and response to natural disasters or man.
In this context, structure of the National Planning and Civil Protection is composed of the Office of Strategic Planning, Risk Analysis and Resource Coordination.
Thus, Argentina, the Civil Protection behaves as an integrated system into three tiers: the municipal, provincial and national levels. In case of emergency, the first response will be given by the local level. If you are overcome its operational capacity, will go in demand for assistance to the second level which is the provincial, and if necessary then it resorts to the Nation in demand for federal aid.
The primary responsibility of the Direction is to develop policies, research, planning and coordination of actions of civil protection, to prevent, avoid, reduce or mitigate the effects of natural disasters or man, and illegal by their nature are within its competence.
In pre-disaster, the main activities taking place are the risk analysis, planning, prevention and training. During the disaster and if requested federal aid, the main task is to coordinate the resources and means to react in the post-disaster activities are essential for rehabilitation. "
