ASCE 7-98 is a revision of ASCE 7-95. Substancial changes were made to the wind, snow, earthquake, and ice provisions. Resumen: The Caribbean is affected by geological, climatic and enviropnmental hazards such as earthquakes, volcanic eruptions, landslides, tropical cyclones, floods, drought, environmetal pollution and deforestation. However, historically, the damage caused by earthquakes has not been as great as that caused by hurricanes and floods. In this paper thesefore, posibble mitigation strategies for reducing losses for hurricanes and earthquakes in the caribbean are discussed with particular reference to the Caribbean Uniform Building Code (CUBic) provisions for wind and earthquake loads. A brief review of these provisions is presented and it is emphasised that there is an urgent need to enforce compliance with the requirements of CUBiC and to encourage higher standards of construction quality thriughout the caribbean (AU)

Resumen: This paper first reviews the different approaches taken by codes of practice in their treatment of ductility by the use of force modification factors. The way in which structural overstrength can be accounted for and the factors influencing overstrength qre discussed. Nonlinear analyses of reinforced soncrete structures, designed by the Canadian codes, demonstrate the significance of structural overstrength. The manner in which structural overstrength can be accounted for in the design of reinforced concrete structures is presented. Concern is expressed about a separate requirement for avoiding yielding under service conditions and limiting interstorey drifts at service load levels.(AU)

Resumen: After briefly reviewing the development of the Caribbean uniform building Code (CUBiC) provisions for earthquake loads, this paper compares the main provisions of CUBiC with those of the National Building Code of Canada (NBCC 1990) and the Uniform Building Code (UBC) of USA. Individual parameters that area compared include seismic risk and zoning, K-factors, importance factor, foundation factor, period calculation, base shear estimates and general design philodophies followed. A numerical comparison of base shear calculated according to the three codes is given to illustrate the differences. The paper concludes with a discussion of the specific Caribbean problems that still need to be resolved and suggestions are made for desirable changes in the CUBiC earthquake provisions in the future which would improve the seismic design of buildings in the Caribbean. Resumen: Many reinforced concrete structures utilize flat plates to provide lateral resistance when architectural constraints prevent wide-spread use of shear-walls. Understanding the resistance of flat - plate frames to large lateral loads is important for serviceability as well as seismic vulnerability assessment of hundreds of buildings on the East Coast. In February of 1991, the authors collected ambient vibration measurements to study the behavior of four flat plate, reinforced concrete structures in Manhattan ranging from 27 to 52 stories. All but one structure rests on a rock supported foundation. This report presents the development of ambient vibration analysis software based on the fast Fourier transform. Long ambient vibration records allow accurate power spectrum estimation. A robust peak picking method, also tailored for ambient vibration data, facilitates the interpretation of autopower and phase spectra. Damping estimates based on spectral peak band- widths are very sensitive to bias and leakage errors in the spectrum estimate. However, root-mean-square statistics of acceleration as well as of velocity and displacements can reasonably be estimated from the auto-power spectrum of response acceleration. Measured fundamental periods are shorter than those calculated from the 1982 UBC formula, but are longer than those calculated from the 1988 UBC Code or the proposed NYC Seismic Code. The results presented herein provide a base-line set of periods, deflections, and damping ratios to be compared to results expected to be obtained during strong winds. Periods estimated from ambient, mostly windinduced vibration measurements are used to calibrate finite element models of the structures, and are compared to values calculated from code design rules. A future goal of this on-going research is to relate effective flat plate width to lateral load level at service load levels, i.e., between ambient conditions and strong winds. Estimating dynamic parameters under various loading conditions coupled with ultimate load tests on model structures is intended to reveal the load-dependent stiffness of these structures (AU)

Título: Threat/Vulnerability Assessments and Risk Analysis

Resumen: All facilities face a certain level of risk associated with various threats. These threats may be the result of natural events, accidents, or intentional acts to cause harm. Regardless of the nature of the threat, facility owners have a responsibility to limit or manage risks from these threats to the extent possible. The federal government has implemented the Interagency Security Committee (ISC) Security Design Criteria. Facility owners, particularly owners of public facilities, should adhere to similar security design criteria as those put forth in the ISC Security Design Criteria. Landlords who desire to lease space to federal government agencies must implement the ISC Security Design Criteria in the design of new facilities and/or the renovation of existing facilities.
