Resumen: Geographical location of Bangladesh makes it ideally suited to natural disasters. Bangladesh is one of the largest deltas of the world situated at the confluence with the Bay of Bengal of the Padma-Meghna-Jamuna river system. As a result occurrence of floods, cyclones and tornadoes are yearly phenomenon and considerable loss of lives and properties take place every year due to these disasters. From mid sixties to early nineties, the loss of lives amounted to millions and damage to properties amounted to billions of 2/3 of the land areas of the country and caused billions of dollars worth of property damage with some loss of lives. Tectonic frame work of Bangladesh and adjoining areas indicate that Bangladesh is suited adjacent to the plate margins of India and Eurasia where devastating earthquakes have occurred in the past. Non-availability of earthquake, geological and tectonic data posed great problem in earthquake hazard mapping of Bangladesh in the past. The first Seismic zoning map of Bangladesh which was prepared in 1979 was developed considering only the epicentral location of past earthquakes and isoseismal map of very few of them. During preparation Natural Building Code of Bangladesh in 1994, substantial effort was given in revising the existing seismic zoning map using geophysical and tectonic data, earthquake data, ground motion attenuation data and strong motion data available from within as well as outside of the country. Geophysical and tectonic data were available from Geological Survey of Bangladesh. Earthquake data were collected from NOAA data files of U.S. Coast and Geodetic Survey, U.S. Dept. of Commerce. It has been felt that the seismic zoning map prepared for Bangladesh National Building code is only the first step towards preparation of more refined and up-to-date zoning map in the near future. Much information on geophysical, geological, earthquake and strong motion data are needed for preparation of such a map. Earthquake occurrence data and ground motion data from instruments installed within the country is urgently needed for development of zoning map on a probabilistic basis. Co-operation of International Agencies, research institution etc. engaged in active research, is urgently needed to attain the goal of total earthquake hazard mitigation

Resumen: Two applications of Information Technology (IT) found a place in the Bandung Urban Earthquake Mitigation Project, within the framework of the Asian Urban Disaster Management Project, i.e. the use of GIS in risk assessment and mapping and the use of Internet facilities (Homepage and FTP) in disseminating project results through a collaborative network. The role of the GIS in the risk assessment process is in the management of all spatial information related to the hazard, exposure and the vulnerability of the city. Supported by GIS, risk analysis, by combining various hazard, exposure and vulnerability parameters at the postal code level of the city sub-districts, called kecamatan, produces risk maps of the city. The risk map is then fed in for the review of the city's spatial development and land use planning. The map will also be used for the purpose of raising awareness among various actors in the city development process, including the private sector and the community. Mitigation strategy drawn from the produced hazard and vulnerability maps, provides guidance for various mitigation activities such as the reform of the local building regulation, priorization of high risk area, training, etc. A networking scheme of national institutions, organizations and individuals advocate to mitigating natural disaster is also being set up within the project. The role of the IT in this activity is in providing a media of communication and dissemination of information and lesson-learned to those who are involved and/or interested in the project and the experience. A home page will be set up for the project, which can be accessed by the internal and external network participants and interested parties. Members of the networks might include high risk municipalities, national organizations and agencies dealing with disasters and emergency response, university disaster research centers, professionals and practitioners, NGOs and interested individuals

Resumen: The Caribbean is affected by geological, climatic and enviropnmental hazards such as earthquakes, volcanic eruptions, landslides, tropical cyclones, floods, drought, environmetal pollution and deforestation. However, historically, the damage caused by earthquakes has not been as great as that caused by hurricanes and floods. In this paper thesefore, posibble mitigation strategies for reducing losses for hurricanes and earthquakes in the caribbean are discussed with particular reference to the Caribbean Uniform Building Code (CUBic) provisions for wind and earthquake loads. A brief review of these provisions is presented and it is emphasised that there is an urgent need to enforce compliance with the requirements of CUBiC and to encourage higher standards of construction quality thriughout the caribbean (AU)

Resumen: In current versions of guidelines or buildings codes for seismic design, site effects are accounted for through four soil factors which modify the shape of normalized acceleration response spectra recommended for use in design. This basic format was developed as part of an Applied Technology Council study in the early 1970's, and is the basis for the current versions of most seismic design codes. Over the past 20 years, numerous concerns have been expressed about both the limitations and code language dealing with site effects, including the lack of a precise definition of site categories.(AU)

Resumen: The article deals with the present day status of information regarding earthquakes in India. A brief mention is made of the Himalayan earthquakes and attention is drawn to very high seismicity including four great earthquakes exceeding magnitude 8 from 1867 to 1950. Seismic stations and strong motion arrays in operation are briefly commented upon. A mention is made of the existing earthquake resistant design of structures, building codes and insurance policies. A reference is made to a medium-term forecast, probabilistic seismic hazards estimates and scenarios developed if past major earthquakes were to repeat today. With India being the site of the largest and most sustained reservoir induced earthquakes at Koyna, a mention is also made of the worldwide problem of reservoir induced seismicity.(AU)

Resumen: Regional damage estimation is a necessary step in the seismic policy process, which is aften hampered by a lack of information on the seismic resistiveness of building and other structures. This paper describes an experts system for determinig the construction type of buildings, based on information obtainable from a visual inspection. The expert system of incorporated in a computer program for estimationof seismic damage to buildings. Several approaches are considered in the development of the expert system, including the use of special types of neural nets, and treatment of uncertainty using both Bayesian Probability models and Dempster - shafer Calculus (AU)

Resumen: Depending upon the area seismicity, site conditions and the nature of the proposed construction a geotechnical site investigation may be necessary to alow adequate definition of seismic hazard and related structure design criteria, In any event, the structural engineer and the geotechnical engineer must effectively cooperate in order to ensure that the building code provisions are adequately extended to effectively address existing geological hazard abd potential for aggravated soil amplification of ground motion or ground failure. This paper provides a summary description of two of the problems introduced by the geotechnical site conditions (liquefaction and resonance) and presents evaluations methods. It is important that the structural engineer realize the importance of the local site conditions on the structural response (AU)

Resumen: Two multi-level parking structure for an important medical complex proved an excellent example of the problems facing the owners and designers of convetional structures in low or moderate seismic hazard areas. The two structures are to be of precast concrete, but differing uses require different desing philosophies. In addition, varying subsurface conditions altered the foundation designs and resulted in different earthquake design provision. The design earthquake ground motion levels were 4 porcent and 6 porcent of gravity for the design event. A computer - aided, building code type design was selected for both structures. Additional seismic related construction costs of about 2 porcent for the rock site, and 4 porcent to 6 porcent for the soil site are estimated (AU)

Resumen: On 16 July 1990, an earthquake measuring 7.7 on the Richter scale struck the island of Luzon, Philippines. A case-control study was carried out to identify the risk factors for earthquake-related injuries and at the same time observations were made on the rescue efforts. Being hit by falling objects was the leading cause of injury (34). Those injured during the tremor were more likely to have been inside buildings constructed of concrete or mixed materials (odds ratio, 2.6; 95confidence interval (CI), 1.7-4.1) and to have been on the middle floors of multistorey buildings (odds ratio, 3.4; 95CI, 2.2-5.5). Leaving a building during the earthquake was a protective behaviour (odds ratio, 0.3; 95CI, 0.2-0.8). Of the 235 survivors who were trapped and rescued alive from the rubble, 99were rescued within 48 hours of the impact of the tremor. These findings should prove useful in developing seismic safety codes. People should be taught proper evasive actions to take during earthquakes, and training in basic first aid and methods of rescue should be an integral part pf community preparedness programmes.(AU)

Resumen: After briefly reviewing the development of the Caribbean uniform building Code (CUBiC) provisions for earthquake loads, this paper compares the main provisions of CUBiC with those of the National Building Code of Canada (NBCC 1990) and the Uniform Building Code (UBC) of USA. Individual parameters that area compared include seismic risk and zoning, K-factors, importance factor, foundation factor, period calculation, base shear estimates and general design philodophies followed. A numerical comparison of base shear calculated according to the three codes is given to illustrate the differences. The paper concludes with a discussion of the specific Caribbean problems that still need to be resolved and suggestions are made for desirable changes in the CUBiC earthquake provisions in the future which would improve the seismic design of buildings in the Caribbean. Título: Threat/Vulnerability Assessments and Risk Analysis

Resumen: All facilities face a certain level of risk associated with various threats. These threats may be the result of natural events, accidents, or intentional acts to cause harm. Regardless of the nature of the threat, facility owners have a responsibility to limit or manage risks from these threats to the extent possible. The federal government has implemented the Interagency Security Committee (ISC) Security Design Criteria. Facility owners, particularly owners of public facilities, should adhere to similar security design criteria as those put forth in the ISC Security Design Criteria. Landlords who desire to lease space to federal government agencies must implement the ISC Security Design Criteria in the design of new facilities and/or the renovation of existing facilities.
